Abstract:

In paper the social and economic phenomenon of "the working poor" representing special relevance for regions of Russia is considered. The situation in the Russian labor market exerting the forming impact on the studied problem is considered. The territorial and settlement aspect of a problem of poverty of the working population is revealed. On the basis of the analysis statistical yielded and results of own research (on the example of the Republic of Bashkortostan – the region of the Russian Federation) specifics of employment and a social status of "the working poor" are revealed. Existence of high risks of poverty for government employee is established. It is shown that the overwhelming majority of respondents have professional education. The low labor mobility characteristic of "the working poor" is explained by existence of non-financial forms of reward of workers, access to the material and non-material resources of the enterprise. It is defined that, despite the low level of income, "working poor" isn't ready for system activities for overcoming own poverty and are scratch along single side jobs. In conclusion of article is presented that the problem of "the working poor" has system character and it is caused by existence of problems of the structural plan, of which the redistributive character of the Russian economy, incompleteness of market reforms, backwardness of institutes of civil society and the deformed labor market are main.
